The Windsor Locks Board of Education is responsible for providing a free, appropriate public education (FAPE) for all students, including those students with disabilities ages three to twenty-two. The Department of Special Services, in coordination with each building principal, is responsible for the overall referral, identification, and programming of children and youth with disabilities who require special education instruction and related special services.

The Windsor Locks Public School system is committed to educating students with exceptionalities in the Least Restrictive Environment (LRE). This means, to the maximum extent appropriate, students with disabilities are educated with students who are not disabled and in their neighborhood schools whenever possible. It also means that special classes, separate schooling, or other removals of students with disabilities occur only when the nature and severity of the disability are such that education in regular classes with the use of supplemental aids and services cannot be achieved satisfactorily.

The Windsor Locks Public Schools is also committed to the concept of inclusion. We believe that students with disabilities should be educated in general education classrooms in inclusive neighborhood schools and community settings. We want to ensure your child has the support necessary to access and interact with grade-level curriculum regardless of their exceptionality. Windsor Locks Public Schools has developed and provides a continuum of services to meet your son's or daughter's specific needs.

If you need assistance with the referral process, you can contact Joshua Robinson at (860) 292-5707 or any of the special education coordinators.
